  7.     In his quest to give Argentina a greater international
  8. profile, President Carlos Menem may be sailing into troubled
  9. waters. Last week two missile-bearing Argentine frigates
  10. departed to join the forces in the Persian Gulf. Menem, who is
  11. of Syrian descent, dispatched the vessels even though the help
  12. was not requested. "Argentina, long considered not serious or
  13. reliable, will slowly change its image," he declared. A poll
  14. indicates that 70% of his fellow citizens oppose the move, which
  15. ironically places Argentina in alliance with Britain, its enemy
  16. in the 1982 Falklands war.
